Is this the first 90 day report since she got a year extension based on retirement using banked money method?
I ask because there are several offices that require you update the bank book and show you still have the 800k when you do the first 90 day report on a new year extension. That's because the seasoning requirements for banked money method is
* 800k in a Thai n bank account in your name for 2 months before you apply for the year
* the 800k has to stay in your account for 3 months after the extension is granted <- this is usually why they ask for an updated bank book, to check you're following the seasoning requirements.
Before all the consulates went to eVisa online system MANY people (who couldn't qualify for an extension in country) would get a 90 day Non-O, then take the 60 day visit thai family extension, then leave and get a new 90 day Non-O and they did it for years and years that way
I can't see that they would change policy just because they went to eVisa online, so as long as you meet the requirements you should be fine applying for a new Non-O visa
As James said at most offices you can apply for an extension when you have 30 days or less, so seeing as it's the 16th of Sept you can do it any time now π
it's not been an option since all the consulates went to eVisa online only applications. All you can get is 90 day single entry Non-O now no matter the reason you pick for it
That is a good valid question, and at the smaller offices you can just ask any officer because the workers do multiple tasks.
Now at the larger offices like the one in Bangkok that has multiple sections based on what you're doing and the officers in those sections doing only their specific task, you need to get to the section and talk to an officer in that section to get really good answers.
It's not always easy..
Many of the times when we say check with your immigration office it's for routine thing that is going to be office specific and you will not be the first foreigner asking about it at that immigration office believe me.
I'm sure if you looked at your current stamp or your child's you would see that it clearly says "extension of stay permitted until" and has a date.
Those usually need to be cancelled with documentation by the organization that supported them (in your case the school) before you leave so as not to cause you any issue down the road should you try to get another long term visa/extension
BUT
in your case you're leaving for good, as in you're not going to come back here and try to get a long term visa/extension. You said you're only going to return as "tourists" on either free stamp or tourist visa entries. Neither of those will be affected by you leaving without cancelling the current extensions you're on. Now should you follow the procedure? In theory yes, but in reality nothing with happen to you or your child if you don't.
easy now, they have the 90 day Non-O visa issued in country already <- but it was issued in Phuket when they were there NOT where they live now in Chiang Mai
That's the problem they're facing because most (if not ALL) offices require you do the entire process from start to 90 day Non-O to year extension at that office.
You can't get the 90 day Non-O issued in one province then move and get the year extension issued at another province π
That only works if you get the Non-O visa at a thai consulate OUTSIDE the country not in country
try definitely go talk to them (y) make sure you have a TM30 filled showing you now reside in that province
Just realize they're under no obligation to give you an extension on that out of province non o.
Also remember in C/M you can apply for an extension when you have 45 days or less left on your current 90 day stamp, so no need to run that stamp down before you go find out.
The sooner you find out if it can be done there or not the faster you can come up with a plan.

You can't apply for any visa if you're currently holding a valid multi entry visa π You would have to wait for that 6 month METV to run out OR you would have to contact the consulate that issued it and have them cancel it in the system.
I would imagine once they see you hold a valid multi-entry visa that you're going to get rejected for this 90 day Non-O visa you just applied for.

There are many reports of people holding valid METV's being denied DTV visas and told to re-apply after the 6 month METV runs out. <- Meaning you can't hold two valid visas at the same time π
