There's almost never the need to go that early for a 90 day. Nowadays they have a separate desk and they are sorted out fairly fast (if there isn't a drive in which is even faster)

I did mine in July at MTT and it literally took 30 seconds—they had 5 staff and no one waiting and I went at 1 pm originality it would be a good 2 hours with the queue wait. This last time was due to a new passport so couldn’t do online report —it’s more hassle to get there but quick and staff r very polite.

I'd go at 3 pm. A 90 day report is a standard procedure. You'll be in and out in 5 minutes.

IF you're talking about Bangkok, then you do the 90 day reporting at the Muang Thong Thani location (AFAIK it has NOT closed and things are still being done there)
You do not NEED an appointment BUT I believe you can make one and then just show up 15 minutes before it.
There is NO NEED to show up at a the crack of dawn for a 90 day report. Showing up after they open will be fine
