TLDR : Answer Summary
The 90-day online reporting system for expatriates in Thailand is currently operational. Users must report between 15 days before and 7 days after their due date, with specific requirements for successful submission, including prior registration with immigration.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Serviceto get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
Remember you can ONLY do a 90 day report online from 15 days before down until 7 days BEFORE your actual 90 day report due date.
On the first page ONLY put in the information with a red asterisks beside it, leave everything else blank. Plus you needed to have done ONE 90 day report with the immigration office to get into the data base.
If you get the "contact your local immigration office" you can't use the online program.
I've tried over 100 passports of friends who lived all over thailand, and when the site was up and running I had about an 85% success rate with it.
It seems that you had to enter thailand by air AFTER 2010 and by land after 2012 otherwise the TM.6 departure card is NOT in the systems and you can' use the 90 day online program
