Yes you can, you can apply for a 90 day Non-O based on being over 50 (retirement) from inside thailand at the immigration office.

You usually need at least 15 days left on your 30 day visa exempt entry or a tourist visa entry to do it (Chiang Mai wants you to have 21 days left).

You would meet the financial requirements, 800K baht banked in a thai bank account in your name only OR a letter from your consulate stating you get 65K baht a month in income.

You apply for the Non-O, it goes under consideration for 2 weeks then you go back and get the Non-O visa and a new 90 day stamp inked into your passport. It costs 2000baht

Then when you have 45 days or less left on that new 90 day stamp you go back show that you meet the financial requirements again and apply for a yearly extension. It's granted on the day you apply and you'll get the year stamped into your passport then. It costs 1900baht

I would say you should go to the immigration office and see if they can do it, and if they can get the hand out sheet they have listing the documentation.

Some of the smaller offices have to send the paperwork to the division head office to get it approved but they still can do it.

that doesn't count for anything :/ as far as they're concerned you're applying for your first Non-O based on retirement it doesn't matter if you've been here 5 years or 5 minutes :O
