TLDR : Answer Summary
When applying for a Non-O visa extension based on marriage, the 400,000 baht must be seasoned (held in a Thai bank account) for at least 2 months prior to the application. Conversely, if you are applying for the initial 90-day Non-O visa inside Thailand, there is no seasoning requirement, but the funds must be transferred from overseas into your Thai bank account.

You had an O-A visa (that you got from a thai consulate in another country) you entered in January on a re-entry permit and were stamped in until the 15th of Nov.
You intended to apply for a yearly extension based on marriage to a thai
BUT
you didn't put the money in the account so it will be seasoned for 2 months before your current stamp runs out. :(
Your choices are
- if you haven't applied for the 60 day "visit thai family" extension yet, DO that, and it will give you more time to get the money seasoned so you can apply for the year extension after that
- see if your immigration office will allow you to apply for a year extension based on supporting half thai children (because as people pointed out that extension does NOT require the money be seasoned)
- "overstay" for one week until the money seasons (stay LONGER than your current stamp is valid for, pay the 500baht a day fine for each day or 3500 for a week overstay) THEN apply for the year extension. Sometimes immigration offices will recommend you do this and have no problem with it..
IF you are going from an O-A visa entry to a yearly extension based on marriage you will NOT need health insurance. The mandatory insurance for O-A visa/extensions is only if you are getting an extension based on retirement.
That pretty much sums up the options you have. Thanx one and all for the helpful comments and suggestions so the O/P can get his extension

So, even thou you are married to a Thai and want to extend to a one year visa, you still need to show

0 baht in the account for 2 months?

Not to pry, but are you a female foreigner marrying a male Thai? If so, you *DO NOT* need to show the 400K THB in a bank account, or 40K THB in monthly income.

IF you are applying for the 90 day Non-O VISA inside the country there is no seasoning on the 400K baht. You only prove you transferred the money in from overseas into a thai bank account in your name only
BUT
IF you are applying for the one year extension of stay based on marriage there IS seasoning of the 400K baht. It needs to be in the account for 2 months before you apply for the year extension.
You can get a one year extension of stay based on being over 50+. You need 800K THB in a Thai bank account, or 65K THB a month from overseas. You'll also need approved long-stay insurance.
and that you didn't stand your ground and MAKE them follow the rules is unfortunately on you. The rules are clear and plain. The seasoning for banked money method for either a retirement or a marriage extension is 2 months before you apply for the extension. Those are the rules.
The seasoning requirements for a yearly extension based on marriage using banked money are 400K baht in a thai bank account in your name only for 2 months before you apply for the extension. There is no

nonsense anymore and that was for "retirement" extensions anyway ;)
now with that being said, SOME offices want you to leave the 400K baht in the bank account during the 30 day under consideration period before you go back to get the year extension inked in. BUT they'll tell you when you apply and they give you the 30 day stamp if you have to do that or not.
