What are the differences between proof of funds required for a Thai visa and at immigration upon entry?

There seems to be some confusion about two very different things;

proof of funds when getting a visa from a thai consulate (at the consulates which require it)

AND

proof of funds when entering the country (if you are unlucky enough to be asked by passport control when you stamp in).

At the consulates which require proof of funds to issue tourist visas you CANNOT use cash, you must show a bank statement, but it doesn't have to be a thai bank account.

If you are asked to show proof of funds when you stamp into the country you CANNOT use a bank statement, you must show cash, but it doesn't have to be thai baht, it can be in any currency.

Just wanted to touch on those things because they come up quite often in topics.

Phnom Penh wont allow anything except a bank statement. Ive been staying in PP for the last 6 months with my thai GF and our 5 dogs and even showing the lady at embassy a pile of USD much greater then the 1k required didnt work. I believe it was the same lady that refuse my tourist visa in 2013 for the same reason. Even my GF explaining to her that im rich and were gonna get married didnt work. p.s: And you cant just make a new bank statement, the statement need to be 1 or 2 months old from what I understand.

I already did 2 visa exempt this year so I was gonna have to fly while my GF go by land with the dogs... but... yesterday ive found a shop at riverside that can do it for me without bank statement. I had to pay $65 usd (payable went he deliver me the visa), so I have nothing to lose. The guy I spoke to know someone at embassy and its not his first rodeo.

Ive done the same in Laos and Malaysia in the past (paying agent), and it always work. Money is the name of the game in SEA, except that lady at embassy cannot be bribe. That rule is extremely stupid, I dont care breaking it.

that's what I said, consulates want bank statements, but when you enter thailand the passport control people want to see cash.

I've seen people show cash at consulates (not pay, just lay a stack of bills on the counter until told to put it away).
