TLDR : Answer Summary
John Michel is inquiring whether it is possible to enter Thailand on a single-entry tourist visa and subsequently apply for an OA retirement visa. Comments clarify that while one cannot apply for a Non-OA visa from within Thailand, it is possible to enter on a tourist visa, apply for a Non-O visa after demonstrating retirement eligibility, and then seek a one-year extension based on retirement.

John Michel, You cannot apply for Non-OA inside Thailand, possible only in your home country (or where you have legal residency). But you can apply for an in-country Non-O visa based on retirement/being over 50 after you enter Thailand on SETV. Then apply for the following 1-year extension based on retirement. (the second option from right in the attachment)
