They DID open up the "emergency extension" process to people other than chinese nationals.

READ the article you need to get a letter from your consulate. Contact your consulate to see how to get this letter if you can't travel.

AND

Remember you need to do this BEFORE you start overstaying.

yeah, I highly doubt you're gonna get an extension just because you are running out of ED visa extensions and looking for a way to maximize your time here. :/

The chinese consulate over by rama 9 has been giving out letters to their citizens so they can get extensions. It's a pretty trouble free process

AND

believe me there are a LOT more chinese here than westerners.
