This is exactly what I worry about and do not understand.

I am a German Citizen. Here on 60 days tourist visa. It expires on 15th May.

Am I covered by this amnesty? I called Hua hin and petchaburi Immigration. They said I am and that there is no need to do anything.

But there are flights back to Germany right now. The border seems open to me. Am I really covered? Can I “just” stay till July?

TLDR : Answer Summary
A German citizen currently on a 60-day tourist visa, expiring on May 15, is seeking clarification on whether they are covered by the current amnesty and if they can remain in Thailand until July. Immigration authorities have indicated they are covered, but there is uncertainty due to the option of returning home or extending the visa.

You have three choices;

Go back to your country, get a 30 day extension for 1900baht (like you normally can on a 60 day tourist visa entry) OR go on amnesty.

NO you can't just do nothing and stay until July. The way it is written is you can stay NO LONGER than July 31st <- meaning IF they get the borders and air-space open earlier they'll announce what amnesty holders need to do.
