I am on Ed visa and and my last date for report was 16 june by the way it was for my first ever 90d report in Thai.

if you went onto amnesty already you don't do a 90 day report,
We are advising people on "long term" extensions (like ED, retirement, marriage etc extensions) to just go do their 90 day reporting on time and go get their extensions on time too.
regarding the 90 days. Been discussing with colleagues and can’t get a consensus. If it was due in April/May/even June and one was to get done it now or before the end of July- there is no fine, right?
no fine, if you had one due after march 26th GO file it now

GO do your 90 day report when it's due. IF you're on an ED visa extension the amnesty doesn't affect you, go get your extension when its due based on education.
