Thai embassy that serves your area that you live in and follow the directions. It really is that easy. In the USA.

ALL visas for thailand issued in the US are done thru 4 thai consulates (Chicago, Los Angeles, New York & Washington DC) using the online eVisa website here. You apply online, upload the documents meeting the requirements and they send you a PDF file you print out that is the visa. There is no send in your passport or go to the consulate to get a visa sticker anymore.
