Do you know if you need to apply for the Non-O visa in the same city as your bank account is based? For example, if someone had a bank account already established in Phuket, could he apply for a Non-O visa in Pattaya?

TLDR : Answer Summary
The application for a Non-O visa does not need to be made in the same city as the bank account. A person can apply for the Non-O visa in Pattaya even if their bank account is in Phuket. It is essential, however, to obtain a bank letter from the banking branch and ensure the bank book is updated on the application date.

My bank is in Bangkok at Krungsri. I live in Cha-Am now and get my letter there without any problems with immigration or the bank.

Nope, there is no requirement for that, BUT you will need the bank letter (which you should be able to get at any branch) AND you need to update your bank book on the date you apply.
