it's NOT down. the site works fine for SOME people, that just means that the data they have on you isn't what you're entering (there is a data mis match)

That 5000 + 200 baht a day has ALWAYS been the fine IF you're arrested for something else and they find out you are in arrears of doing your 90 day reporting. That is the only time the 200baht a day and the 5000baht fine can be assessed.
Anyone who is late on a 90 day report and shows up at the immigration office will ONLY be fined 2000baht (and given a receipt AND get a failure to file a 90 day report fine stamp in your passport). There is no 5000baht fine at the immigration office.
you can apply in person (or have someone go for you) from 14 days before your due date down until 7 days after the due date without any fine.

Here's a screen grab of the 90 day online landing page from 2015 😮 As you can see that was in the "fine print" then too so this is NOT a new thing by any wild stretch of the imagination (whether you knew about it or not 😛 )
I went to immigration on Wednesday and asked them that can we do the 90-day report online? They said No, have to visit the office. Not really sure if that was just for me or for everyone?

It will be my first 90 day report next month so I think I will go to the office in Bangkok to avoid any problems.
because with zero expectation, I went ahead and tried it (you may recall I have not managed to get past the first page since I changed my passport 4 years ago). Well imagine my shock when I got all the way through to pending and printing it out!

Sometimes it can be browser specific so you could try turning off pop up blockers or use private browsing mode, but more likely that the data held for you in the database is wrong - because the system was down for so long earlier this year. The only way is to do an in person report (or by mail) to get it corrected.
I got that every time I tried for the last 4 years since I changed passports, today it actually got through to accepting the submission and to the 'Pending' stage.
