So in other words if you have a marraige visa obtained from Savannakhet you can't get a work permit?

You can get a work permit on non o visa based on marriage from outside thailand or extension based on marriage obtained in Thailand. Currently I have 12 months non o based on marriage from savannakhet and have a work permit.
If you want to get a year extension based on marriage from your immigration office you can do it when you have 30 days or less left on any of the 90 day entries you make on that year-long, multi-entry Non-O visa.
You need to GO to your specific immigration office and get the hand out that lists the documentation requirements AND you need to meet the proof of funds (400K baht in a thai bank account in your name only for 2 months before you apply for the extension) OR proof of 40K baht a month in income from abroad (or legally working in thailand).

Even if the Non-O visa (yearly extended based on marriage to a thai national) is stamped with "Employment Prohibited" ?
