What Is the Three-Year Non-B Visa in Thailand and Why Is It Rarely Seen?

Asked in a totally unrelated thread about the 3 year Non-B visa.

I have never ever seen one in real life nor have I even heard of anyone getting one.

It's been available for years and years and listed on most thai consulates websites.

It's been out at least since 2012. I googled 3 year Non-B thailand and there are a few articles on it out there about it
