the consulates I listed are the only ones in the area closed. If it's NOT listed (like Penang isn't), it means they are open.

Go early! It's good for the soul and mind. If you try and go Tuesday there is 90% likelihood that craziness will occur and you will not be able to extend, which will make you overstay three days.

They're open BUT you can go early, there is no advantage to waiting until the last day.

They ADD the 30 day extension on to your current expiration date. ;)
