OKAY listen up people who are on yearly extensions of stays from the immigration office based on originally having an O-A visa.
It is confirmed (at least in Jomtien) that if your yearly extensions are based off an O-A visa (that you got in your country before you came here) you WILL need to have health insurance to get a new extension effective TODAY.

At this particular time, yes that works. Do you really think though that they will continue to allow the exact same extension for retirement on an 'O' with no insurance as you get on an O-A needing Insurance? They very obviously want those over 50 years old to be on this Health Insurance scheme.
So if you have a current extension ( 0-A ) that is valid ( in my case until next September 2020 ) I won’t need that insurance until I need to renew it ? . I mean if I leave the country on a multi entry , next week in my case , that’s fine no need for insurance on my return in December ... until I come to renew ?
I'm scheduled to leave in Jan for 6 days b4 return. Depending on the outcome may cancel trip if need to buy insurance upon return but also depend on the cost for that insurance. My visa expire Oct 2020.
As it happens I have insurance anyway, I was just confused as to why the transfer stamp says NON-RE when my original visa was NON-O. I guess I better go back and see immigration.
Don't look at your entry stamp, look at where your old stamps were transferred to your new passport OR look at the visa itself. IF you had an O visa you don't need insurance, if you had an O-A visa and are getting extensions you DO need insurance
Biggest question for me is how long they grant the extension, if it’s just the duration of the insurance means you have to extend your insurance the day of your extension to get the full year.
correct, that is specifically mentioned in the police order. As Gregor Huettner pointed out your entry stamp will ONLY be good as long as your insurance is good for. So if you don't have a year coverage you don't get a year entry stamp.

You can look at your first page of your current passport where they transferred the original visa and current extension stamps and see if it says O or O-A
