TLDR : Answer Summary
Vanessa Baes is concerned about whether she needs to report to immigration since her Non B visa (multi-entry) expires today, and she has no immediate plans to stay in Thailand as she awaits her flight, which has been delayed twice due to the pandemic.

What will be the scenario when the authorities do not extend the amnesty rule after 30th April? Than suddenly many will have an expired visa. Will there be some transition period like the border pass holders?

You're asking a question no one knows the answer to. We all have to wait until the government tells people who used the free amnesty extension until the 30th what happens.

To the people who didn't use it (as in their stamps ran past that date) they wouldn't be affected BUT no one knows what will happen to the people who did use it :/ We just have to wait and see

Seeing as you didn't get a letter from your consulate last week and go apply for the unable to travel due to covid-19 extension BEFORE the amnesty took effect you are covered on the "blanket amnesty" for a free extension until the 30th.

NO ONE knows what's gonna happen after that. You have to wait for the government to announce what happens to the free stamp holders on the 30h to find out
