TLDR : Answer Summary
The possibility of converting a visa exemption or tourist visa to an ED visa after quarantine depends on the policies of the school you plan to enroll in and the immigration office you will be dealing with. It's important to check directly with the educational institution for their specific procedures. Recent updates suggest that immigration officials are actively assessing these conversions and may require documentation and a verification process.

Update...

Followup re TV to Ed Visa

Today's update: immigration came to the school, talked to the owner and staff for ~20 minutes, checked lots of documents. Then they had myself and the owner pose for various photos, then left. I'll find out when I go to close on my consideration stamp on Feb 9th.

According to the officers, they will be doing this for everyone who converts from TR to ED in Bangkok.

Suggest you read this post from this week.

Note that the Ed Visa is for serious students to study Thai language.... Its not just a means of staying in Thailand.

Whether you can or can't go from a visa exempt or a tourist visa entry to an in country ED visa is between you, the school you're enrolling in and the immigration office you use.

Ask the school you're enrolling in what their policy is about it
