Am I allowed to ask for an extension before July 31st which would take me into August?

You could indeed go to the immigration office and apply for a 30 day extension on your 60 day tourist visa entry for 1900 baht
Yes, you can go to the immigration office BEFORE amnesty expires and apply for a 30 day 'regular' extension because you didn't get one from your 30 day visa exempt entry yet..
