Okay what you need to do is NOT panic and realize you're a MONTH away from needing for your husband to border bounce. SO give it time and see what happens between now and when the entry stamp comes due.

AND

if when that stamp starts to run out the borders are still closed you can apply for a 60 day "visit thai family" extension at the immigration office for 1900baht and get 2 more months.

year-multi-Non-O based on marriage expires Feb 2021

NO you cannot go to Mae Sai or ANY border right to bounce out and back now they are closed

AND

if you try to fly out by air you are unlikely to get back IN to the country because of the entry requirements.
