TLDR : Answer Summary
To obtain a 90-day single entry Non-O visa as a parent of a Thai child, you need to apply at Thai consulates in Savannakhet or Vientiane. Required documents include the original birth certificate of the child (with you listed as the father), a copy of the child's Thai house book, and a copy of the mother's Thai ID. The visa fee is 2000 baht.

you can get a 90 day single entry Non-O visa based on being the father of a half-thai child at the thai consulates in Savannakhet or Vientiane with the original birth certificate (with you listed as the father), a copy of the child's thai house book listing & a copy of the mother's thai i/d. The cost of the visa is 2000baht.
I think people from these countries can't use those consulates.
