Why not get your 60 day tourist visa THEN extend that by 30 days at the immigration office in Chiang Mai for 1900baht,

THEN go get a 30 day visa exempt entry and extend that for 30 days at the immigration office for 1900baht as well?

Depending on your nationality, you can indeed get a 30 day extension at the immigration office for 1900baht while on a 30 day visa exempt entry stamp.

The way you entered the country doesn't matter at all.
