This poster is still the same. I am a UK national and didn’t need to show medical certificate this morning when I applied in Penang.

The Chinese Consulate in Thailand also issued this announcement. I have confirmed the relevant regulations with the Chinese Consulate because I will return to China next month. When I need to re-enter Thailand, the relevant regulations are: the date of signing the medical certificate must be Within 2 days before your flight to prove that you have not been infected with the virus in the previous 14 days, and you need an insurance contract with a sum of USD 100,000 that can be used in Thailand, otherwise you will not get a boarding pass! This rule applies to countries where China (including Hong Kong and Macao), Iran, Italy, and South Korea with more than 1,000 confirmed cases are listed as dangerous infectious disease areas outside the new crown pneumonia.
I'm un Penang now, ask for a visa for thailand today, they ask me to write a letter to said that I haven't be in France for the past 2 Months, de don't know if it work, I tell you more tomorrow !

okay, little if any information is really known about this. BUT one thing we can surmise is that IF your passport comes from one of those listed countries (even if you've been living IN thailand or OUT of your country for a while) there is a high chance you're gonna need the medical certificate.

Robert first, I did NOT say that they're plain stupid, I said that the idea/rule is plainly stupid. As you, I'm not a native English speaker but you should diferenciate between "it" and "they", specially when putting never-said words in the mouth of others.
Second, yes I'm going to contact them and ask about it and the nonsense. But I'll not share anything here as don't want a new "closed in 10 seconds because it's not direct visa related".
Third, complaining help others to understand that the thing is passport holders instead of origin or trip, which is important to insist on as nobody would think of it as depending on the passport instead of the trip origin.

If me as Spanish passport holder have been living out of Spain since 2018, and only in Thailand and Malaysia for the last year+... still do I need a certificate? Non-sense.
And, I have a friend from a non-listed country, who stayed in Spain until today when she's traveling into Malaysia; so, she'll not need a certificate because she's not a Spanish passport holder.

Perhaps someone who is actually IN Penang getting a visa will be gracious enough to report back and let us know how it works.
As I said, this is all we have, it was posted at the consulate and it is what it is (totally vague and mostly worthless) :/

This is the information we have.
If you're from one of those countries get a medical certificate (which I am sure the guest houses down there will know where to get) OR be prepared to not get the visa.
It doesn't say what type of visa BUT I would imagine that it'd be ALL types seeing as why would they require it for tourist visas but not Non-Immigrant ones.?
