those are the only two that will issue a year-multi Non-O based on marriage with no proof of funds.

The answer is NO, the thai consulate in Yangon will only issue a year-long, multi-entry Non-O visa based on marriage to a thai with proof of 400K baht or the equivalent in a bank account.

It is exactly like the thai consulate in Penang in that regard, (Penang also requires proof of funds to get that visa for that reason)
