TLDR : Answer Summary
The Thai consulate in Yangon does not issue year-long, multi-entry Non-O visas based on marriage without proof of funds. Specifically, applicants must provide evidence of 400,000 baht or its equivalent in a bank account, similar to the requirements at the Thai consulate in Penang.

The answer is NO, the thai consulate in Yangon will only issue a year-long, multi-entry Non-O visa based on marriage to a thai with proof of 400K baht or the equivalent in a bank account.
It is exactly like the thai consulate in Penang in that regard, (Penang also requires proof of funds to get that visa for that reason)
