TLDR : Answer Summary
No immigration office in Thailand can process an in-country conversion from an O-A visa to an O visa. To transition from an O-A to an O visa, one must leave the country to break the chain of the O-A visa, enter on a 30-day visa exempt entry, and then apply for a new 90-day Non-O visa at the immigration office.

NO immigration office can do an in country conversion from an O-A visa to an O visa. That requires exiting the country to "break the chain" of the O-A visa/extension, come back on a 30 day visa exempt entry and then applying for a NEW 90 day Non-O visa at an immigration office as long as the immigration office where you live can do that conversion from a 30 day visa exempt to a 90 day Non-O.
