Can I obtain a one-year Non-O visa for raising a Thai child after a three-month Non-O visa?

I got a 3 month non o at Vientiane, now I have 400k in my bank is it ok (and easier?) to go out to Savannakhet and get a 12 month non o?

The ONLY consulate that issues year-long, multi-entry Non-O visas based on having half thai children is the one in Penang Malaysia. As long as you have the birth certificate with your name on it, the childs hose book listing and you have 400K baht or the equivalent in a bank account you can get a year long, Non-O from them.

I know people who have a passport filled with 90 day Non-O visas from Vientiane based on raising half thai children and who were getting them every 5 months like clockwork (one 90 day Non-O and a 60 day visit family extension) until the consulates started telling people they can't get them over and over

As far as getting an extension of stay based on raising half thai children from the immigration office inside thailand you either need to have been married to the thai mother when she had the child when you would have been granted parental rights as the husband of a thai national who had a child OR if you had the child out of wedlock (while you weren't married) you need to go to family court and get recognized as the legal father and granted parental rights (about a 6 month process) OR if they child is old enough you can take the child, the mother and you to your local amphur and get granted parental rights that way. Once you have that you can get a yearly extension of stay based on raising half thai children here.

I've heard 7 years old before but that's long time ago and heard it depends on the amphur. Family court route took some months and about 20-30k with lawyers & fees if I recall correctly

You, your ex, the baby GO to the local amphur and see how old the child has to be to be legal to point you out as the father. It varies amphur to amphur and the answer to that question is at your Amphur :/. It's certainly faster than the 6 months of waiting to get thru family court :)

I've asked before here about the parental rights process..do I just go to any local amphur with my ex and kids and get a paper? Is it quick and easy?

You aren't gonna get a year long, multi-entry Non-O based on raising a thai child (no matter if you have parental rights granted or not) from either consulate in Lao. You can only get 90 day single entry Non-O's there and they now are asking for a bank book or telling you next time you need to bring one.
