TLDR : Answer Summary
All immigration offices in Bangkok, Nonthaburi, and Samut Prakan will be closed from November 16th to 18th due to the APEC Summit. Regular services will resume on November 21st, and individuals whose stamps are expiring during the closure will not incur fines for overstay if they attend the office on the reopening date.

Please note;

If you have a stamp that is expiring during this time that the immigration offices are closed and you show up at the immigration office on the Monday, 21st you will NOT be fined for overstay and can get your extension like normal (but you will get an overstay stamp in your passport that says; "overstay xxx days, fine waived due to holiday/closure".
