What should I do if I'm required to fill out the TM 30 form for my 90 days report in Thailand?

Help me please,

I’m on Thai wife visa and lived here for 10 year.

I have never filled a TM 30 form before and they have never asked me to do TM 30 . But this time immigration officers at 90 Days report section said I needed to fill TM 30 form 1st then submit 90 days report. She gave me TM 30 form and sent me to B section. But she didn’t accept my 90 days report. I didn’t have all the documents for TM 30 they need so I come back home. My 90 days report was on 7th July. Now I have a question about it.

1. I live in Thai wife home, home is registered with her name.

2. Can I fill TM 30 form myself or let my wife do? But wife is not here in BKK,she is in her home town Nan,visiting her family. I do have all the documents for TM 30.

3. My 90 days was on 7th July, (sat-sun Closed)tomorrow I’m going to the immigration again to do TM 30 and 90 days report. Do they fine me for not doing TM 30 and over the 90 days?

Note: I entered the kingdom of Thailand in October 2018.
