Is there a visa extension for non-Thai parents raising their foreign child in Thailand?

While it appears that this extension is only granted for a foreigner to support foreign children who are in school already. BUT as I said I know several foreigners on this exact extension with tiny babies way too young to go to school, so I don't know how they were able to do it
