TLDR : Answer Summary
The Thailand Digital Arrival Card (TDAC) will go live on April 28, allowing travelers arriving on May 1 to apply beforehand. The system will include an option to select Thailand as the country of residence. Users have raised questions about the definition of long-term residents and the necessity of filling out accommodation details for day trips. There are also concerns about what to do if someone forgets to complete the TDAC before arrival, with assurances that assistance will be available at designated help points in exceptional circumstances. Additionally, it is clarified that TDAC must be completed by all foreign passport holders, including those with non-immigrant visas.

"Completion of the TDAC will be mandatory for all foreign passport holders, including tourists, business travellers, and long-term residents. Exceptions apply only to travellers transiting or transferring through Thailand without passing through immigration control and to those entering using a Border Pass."
you do it EVERY TIME you ENTER thailand starting on May 1st, SO if you're going to border bounce after May 1 you need to file a TDAC when you come back in

Online System shows that you need to update the TDAC every 90 days should you remain here for a longer period... same same but different than the 90 notification you have to do as well.
right that was the standard "if you're on an entry/visa/extension that requires 90 day reporting you need to do it" sort of disclaimer
It's not related to the TDAC specifically, they just wanted to make sure people knew that the arrival system doesn't have anything to do with 90 day reporting
when the system goes live on the 28th you will be able to select thailand as country of residence and that will default to the +66 country code of thailand
yes it says 3 days but when you go onto the sites to try and do it in advance it only gives you 4 days in advance. And yes I read it is effective as of 1st May.
it's not a paper form, so it's not possible to "not have it". From reading the news article the provided link points to (you're welcome to read it yourself), there will be "help points" at airports upon arrival, they're there for "exceptional circumstances only". Reading into that, I don't think forgetting is an 'exceptional circumstance' and, just my thoughts, one 'could' be refused entry. Like everything else with Thailand, it may well be up to the Immigration Officer you're in front of.

What happend if you dont have it or forget it? Can you do it in front of the Immigration Officer?
, did you read the post? It says “Travellers who are unable to complete the TDAC before arrival and do not have internet access at the point of entry will be assisted at designated help points located at immigration checkpoints. This assistance is intended for exceptional circumstances only.”

Ok, thanks for all answers. Sorry, my english is not perfect. I thought about some people have to much stress or some elder people, they have problems online all the time. Lets see what happend next month.
Unlikely. It'll hold up the queue. I'd say you'll be directed to a safe space with internet access where you can do it, without inconveniencing those who have done it

I really hope they create an app.. just for ease of use
a link was provided to a video and explanation of the new card. Did you click and read? Your answer is there. You will need to complete the online form, for as you said you'll almost certainly get to passport control/immigration just after 12am on May 1. You can't complete the form before it goes live, so yes, on/after April 28. Don't forget it though. While the news article says that there will be "help points" at airports on arrival, for those who haven't completed the form, it's for "exceptional circumstances only", so if someone has just forgotten to do it they may be refused entry.
Thanks for the clarification Tod. When the website first went live I saw that Thailand wasn't an option of country of residence and wondered what to do if you lived in Thailand. I was going to ask immigration when I did my 90 day report later this month.

What do you think qualifies as a long term resident? Extensions of stay based on marriage and retirement?
