TLDR : Answer Summary
Several Thai consulates in Southeast Asia do not require proof of funds for a 60-day tourist visa. Specifically, the consulates in Vientiane, Laos and Kuala Lumpur, Malaysia have lenient requirements. Vientiane does not ask for proof of funds, onward travel, or hotel booking. In contrast, while the Kuala Lumpur consulate does not require proof of funds, it does ask for proof of onward travel and a hotel booking. Additionally, the consulate in Hong Kong also does not require proof of funds, onward travel, or hotel bookings.

Hong Kong is another consulate that does not require proof of funds, proof of onward travel and proof of hotel booking.

It's extremely easy to get a TR Visa in HK. Take the red eye and land in the morning. The Airport Express Train takes you to Central where you take 1 stop to Admiralty Station MTR. Exit B. Walk upstairs and use the walkway to get to the Fairmont House bldg. Take elevator to 8th floor. Opens at 9am. Take your passport photos, a copy of your passport and entry visa if you don't have an HK ID. Fee is less than $500 HK Dollars and it takes one day to process. You can only submit and pickup before lunch to get there early both days. Easy peasey.
It's better if you exchange Thai Baht to HK before you go because the rate for Thai Baht is bad at the airport. Or just exchange a little bit enough to get you to the city, and you will find the best rate at Chungking Mansion
how long did it take? I go to HK a few times a year and this could be useful, thanks

There is a big sign that says multiple tourist visas risk denial, so maybe if you have a lot of visas in your passport already they will ask questions but it was only my 2nd tourist visa in my passport so no questions asked for me. The only thing I gave them was copy of my passport, copy of HK entry slip, and 300HK for Visa.
