Sadly there is no extension other than the 90 day extension or the one year extension (if you're in a uni). There's no "I need more time to get the paperwork" extension available.
The uni knows this, and what will happen is you will run on overstay until you apply for the extension once your 90 days runs out.
You need to REALLY get that school to get the paperwork for you. That's their responsibility, they know they have to do it, and there's not much from your side that you can do if you don't get it but run on overstay 🙁
No disrespect intended but if you weren't going to be able to stay IN that province until you got the year extension that was kind of a fail on your part to even start the process of the "marriage visa" 😕
I don't know any office that will issue the initial year extension on a Non-O visa based on marriage from another province so you're going to go back to Phuket to get that year extension. AND you should post on a Phuket group asking what documentation is required to get the year extension based on marriage to a thai
Now as far as your question, no one can tell, and you're going to have to go back to Phuket to talk to them about the process. I don't even think they'll let you apply for the year with a residence in Chiang Mai because you have to live/stay in the area where you're getting the extension.
Your other option would be to exit/re-enter the country (getting OFF this 90 day Non-O visa) and start all over again from a free stamp entry but this time apply at the Chiang Mai immigration office,

Many times there are over 100 people in the queue at some offices at 9 in the morning to do 90 day reporting, and the O/P said it's a 2 hour round trip there/back to the immigration office they use) so any way you slice it not all that fun of a day
Correct, you will need a reentry permit if you want to leave the country again after your initial OA visa itself expires on the 13th of March, and also correct insofar as you will be stamped in only until November 2026.
