There are hundreds of articles, thousands of posts on the inter-web about it. Google it, start reading, then start pounding the pavement, you'll get an account opened, it might take time, but you can do it if you don't give up ๐Ÿ™‚

You can open a bank account on a 30 day visa exempt or a tourist visa entry you don't need a Non-O visa to open one

AND

After you get your year extension issued IF you're going to exit/re-enter the country you BUY a re-entry permit (single re-entry 1000baht, multiple re-entry 3800baht). It will be valid for the length of your extension

wish it was that simple. For me , on a tourist visa and staying in hotels. Tried many banks in bkk, koh chang and non of them would allow yountonopen an account

which just means you didn't try enough places. Believe me you're far from the first foreigner to be turned down, it takes perseverance and determination and hitting a LOT of banks (especially in some areas of thailand) BUT most people can do it by trying 4 to 6 different banks .
