Can a Non-O visa with yearly extension allow a family to live in Thailand without working?

I cant help but ask - do you mean the Non-O visa + yearly extension can be used for a family with children, ie the family can live in Thailand without working, simply 'raising their kids' here?
And requirement is 500,000b, seasoned in a Thai bank? We home school our kids and would love to raise them here (no working here as we have an income from renting our house in our home country, NZ), is it really possible? We are currently visiting on 6mo METV.
