Look for the TM30 (Notification of Foreigner in Residence) online tab (looks like the image I included)
Make SURE you read the user manual/guide as it is not a user friendly system at all (not even for born, bred, rice-fed thaiz and not for foreigners 🙁 )
You first need to make a profile to log in use the system
Then you add an address to that profile
Then you can select that address to file a TM30 on a person, save the data
and
after that you can search for/view/export the data you just saved <- which gives you a PDF file that is the receipt of having filed a TM30 online
There is no how far in advance rule. You can apply for a new yearly extension at most immigration offices when you have 30 days or less left on your stamp.
That means you can do it from a month before it expires right on down to the day your current stamp runs out
About all you can do is go to your local immigration office and talk to them. Be prepared for them to have that 'deer in the headlights' look, and/or for them to make up rules on the spot because rather than them saying they've never done an OX extension they'll just make up reasons why you can't get it 😕
Not wanting to rain on your parade but since that visa rolled out back in back in Nov 2016 I have NEVER EVER heard of even one single case where anyone was successful in getting a 5 year extension on an OX visa in country at their immigration office 🙁 😕
(y) the O/P is indeed on an extension of stay based on employment 🙂
They have the luxury of their employer being flexible as far as when they issue the termination paperwork.
They now know that they need to cancel the work permit, take the termination documents from the employer AND the documentation to apply for the new year extension based on retirement to the immigration office.
Once they're there the office will cancel the current extension of stay and then they'll immediately apply for a new extension based on retirement.
They have already went to the Hua Hin immigration office and gotten the list of required documents for the retirement extension..
They understand now they're not on any visa (they're on an extension 😉 ) and they know they wouldn't be applying for any visa only changing the reason for their extension from employment to retirement for 1900baht 🙂

Last year, I went with someone to Chaengwattana Immigrations in Bangkok who held an OX visa so they could see what the requirements for the extension were.
They were told by the immigration person either go back to their country and get a NEW Non-OX visa or just go thru the BOI and get a Long Term Residence (LTR) visa because they had never ever extended an OX visa inside the country and this was at the main immigration office in Bangkok 😮 😕
I concur with that advice and I would say either go back to the US and get a new OX visa to get 5 years again OR apply for an LTR visa thru the BOI website under the 'wealthy pensioner' category.
First you wouldn't been renewing anything 🙁 You don't renew visas, they run out when they run out. You would be applying for an 'extension of stay' at the immigration office serving the area where you live here
Second you wouldn't go thru the embassy as they have nothing to do with that visa after they sell it to you. Extensions are handled by the immigration office

There has never been a case of ANYONE <- as in not a single person EVER that got an extension on an OX visa. 😮
The requirements are so stringent as far as the banked money, etc that no one ever got one.
The Aussies (who used to get the OX visas easily from Sydney before the eVisa system) and who had the most OX visas issued of any country never even extended them, they used to just get a new OX and get the 5 year stamp when they entered the country
Yep, it will be until your current extension expires
All it will be is just the small rectangle entry stamp showing the date you arrived and the date you're allowed to stay (the date your current extension/re-entry in the old passport expire).
They will note on the new passport that your extension/re-entry was in an old passport..
Then you have to take the passports to the immigration office where you got the extension and get the extension/re-entry stamps transferred. The airport doesn't do that
