Easiest option to stay maximum 90 days is to apply before you make your way to Thailand at the Thai Embassy for a Single Entry Tourist Visa. This visa will give you 60 days of stay on entry and can be extended once with another 30 days based on tourism.

Every Embassy provide the person with a letter that a genuine new passport is issued to this person to replace the old passport.

I did not talk about any Extension of Stay.

Yes, you transfer the stamps to your new and valid passport, you also need the letter from your Embassy.

Everybody can apply and the decision is made by the Immigration Officer.

Telling the Immigration Officer that you read on Facebook that other people from other countries with another history of stay inside Thailand got an extension does not give you any special privileges.

I close this down to avoid more stories about other nationalities using other Immigration Offices which has no added value to this question.

That all depends on what the Immigration officer decide to do.

Ask the person in the office who handles your application.

You can apply until 25 July for the Extension of Stay based on being unable to travel.

BUT the decision is made by the Immigration Officer and as you might noticed, land borders are open again and people do manage to leave the country by airplane.

make sure you have a plan B if your application get denied.

Yes, 1 month under consideration and when approved he wil get 11 months Extension of Stay which makes it a total of 1 year on top of his current stay.

You may tell your friend that his current legal stay is under consideration of the Immigration Bureau and he has to report back at the same office on 15 July.

He does not go into overstay until 15 July.

Time to close it down. You can be dependent on a person with a long stay in Thailand, but that must be a long stay that is already permitted and not she might apply in the future for a visa and after that she might visit Thailand to stay there.

It seems to me that the visa application is denied based on the fact that there is no residency for the Non Immigrant O-A visa and a simple she wil apply for this visa using the on-line system soon is not enough.

You need to meet the requirements to use the on-line application site and you need to upload several documents to meet requirements of the visa which you apply for.
