As you may have the 1 year Multiple Entry Non Immigrant O visa, you can leave Thailand and come back for a new 90 day period until the valid until date mentioned on the visa.

You can not apply in Germany to extend your stay in Thailand.

Planning more than a half year ahead, relax, you life in Thailand. Things do change in Germany, so I would say, ask again in November.

Visa valid til November 2020, if you make a border run just before or on the Valid until date on the visa you still get 90 days and can stay till possible Feb 2021, Why you like an Extension of Stay or new Visa now?
