TLDR : Answer Summary
The question pertains to whether an 80+ year old grandmother with a Non-O visa needs to visit immigration to renew her visa by 30th April. The consensus in the comments is that instead of renewing a visa, she should apply for a new 1-year Extension of Stay based on her age, and this must be done before the current visa's expiration date.

It's our belief that extension of stays should be renewed. The queues at immigration are very short now. Get the extension of stay done, otherwise the process will have to begin again.

I'm closing comments.

You can not renew a visa, I guess your grand mother has a 1 year Extension of Stay based on being over 50 years of age.
