Do you need a SETV or METV to return to Thailand after a visa refusal?

Not necessarily. People are routinely denied entry at either Don Mueang or Suvarnabhumi and go to Lao or Malaysia and then enter the country by land on a visa exempt entry (if they haven't gotten two 30 day visa exempt entries by land this year) or on a single entry tourist visa.

Being denied entry doesn't mean you can't turn around and try to enter the country again, it just means you weren't allowed in at THAT port of entry.

Most people end up making their way to Lao or Malaysia and then entering by a land border without any issues at all

Tod Daniels however is it better to use another port of entry next time someone try to come back just to be safe and have better chance of getting in right?

nope, nothing to do with being discouraged from using that port of entry. You were denied entry is all

If you're denied entry, you could be sent back to where you came from or to your home country. So you can apply at that location for the SETV or when in home country for the METV before you make your way into Thailand. It is not a good idea to just return and try again with the Visa Exempt Entry. Make sure you have the 3 proofs of 20.000 Thb or equivalent currency in CASH, proof of onward travel and proof of accommodation. And make sure that you have proof to avoid being denied again on the same reason.
