After a search in all the comments and replies of a 10 week old question I found this:
Shannon Reaves is asking:
Tod Daniels Botherin you again here buddy, I received an ed visa in Phnom Penh in August of 2018. My school is saying if I go to Laos, I should be able to get another one before the calendar year because I got the first one in Phnom Penh. What do you think? Any opinions on Vientiane or Savannakhet being better for this situation?

TLDR : Answer Summary
Shannon Reaves inquired about obtaining a second Education Visa (ED Visa) in Laos after previously receiving one in Phnom Penh, Cambodia. Responses suggest that due to regulations in Vientiane, which only allows one ED visa per calendar year from the same institution, Savannakhet may be a more viable option. Additionally, it was pointed out that if the new visa is obtained from a university, it should not pose any issues.
the wording on their own statement (Thai Embassy Vientiane) is wrong, what they mean is that they will issue only one ED visa from a language school covering the period of one year, means the OP can apply a new ED visa in August 2019 only. If he apply a ED visa from an University it will be no problem.
