You need at the moment only a health care insurance if you like to be in Thailand using the Non Immigrant O-A visa or the Non Immigrant O-X visa.

BUT

to get a Certificate of Entry, the documents to be allowed to travel to Thailand, you need an insurance with cover of Covid 19.

IF you're on an Extension of Stay and using the re-entry permit you still do not need an Health Insurance to enter the country.

BUT as being retired you are not one of the groups who can enter the country,
