TLDR : Answer Summary
A Romanian passport holder and a Ukrainian citizen can apply for a 15-day Visa on Arrival in Thailand. The Visa on Arrival cannot be extended beyond 15 days and there is currently a waiver of the fee, allowing for a Visa Exempt stamp as well. For a longer stay, it's recommended to obtain a 60-day tourist visa before traveling.
Having a Romanian passport, I can confirm the 15 days. Right now, because of the fee for VOA being waived, you will also get a Visa Exempt stamp - I did, but the allowed stay is still 15 days. Recommend the 200 baht express lane if too many people queing for VOA processing
The visa on arrival can not be extended. If they apply for Extension of Stay, they will get the stamp: Extension not approved and 7 days to leave the country.
