You can apply for the METV in Singapore, be aware they use their own on-line system.

There is no minimum time a person must be outside Thailand to apply for a new visa, there is also no limit on how many Visa Exempt Entries a person can use when flying into Thailand, it is only limited to 2 a calendar year when using land borders.

BUT the Thai Immigration Officers are allowed to start asking questions on why you use this kind of visa or visa exempt to live and work inside Thailand.
