My 90 day check in was due 23 June. I recently left Thailand (had re-entry stamp for visa) and returned on 19 June. Does my 90 day restart from then or do I still need to renew my 90 day notice on 23 June?

TLDR : Answer Summary
The 90-day check-in requirement resets after leaving the country. If you left Thailand and returned on June 19, the count for your 90-day reporting begins that day. You should report again after 75 days of being inside Thailand, disregarding the initial 90-day deadline.

exactly 90 days after your arrival date

90 day reports have to do with being in Thailand for 90 days at a time and nothing else.

if you were in Thailand 88 days, left then and then came back, then repeated for the rest of your life, you would never need to do a 90 day report

Keep in mind it is reporting that you have been in the kingdom for 90 consecutive days.

Your period of stay inside Thailand ended when you left.

When you entered on 19 Jun, you start a new period of being inside Thailand.

Count 19 Jun as day number 1 and report after 75 days being inside Thailand.
