The Thai Embassy in Singapore has their own on line application method. I would say register and start applying while stil in Thailand and make an appointment to pick up when you actually are in Singapore.

In theory possible, I would advice apply for the Single Entry Tourist visa to start with, gives you more days.

a Single Entry Visa is stamped used on entry into Thailand and you get 90 days of Stay.

a Re-Entry Permit will give you the same last day as you got on your first entry.

If you like to leave and come back many times, by the multiple re-entry permit for 3.800 Thb

Just calculating:

Stay runs until 19, you wanted to convert into Non Immigrant O, Quarantine is 10 days, but you need at least 15 days left on your stay for conversion.

You had to apply before 4 Feb, means before you went into quarantine?

He can use the normal Extensions based on his original visa, but also for medical reasons. I do not know his visa and why he stayes in Thailand.
