If the owner doesn't know how to do it, then the OWNER needs to pay the agency, not you. The law requires the owner to file a TM30 for any foreigner staying at their place.

You need the 800k in a bank account if you're applying for an initial 90 day Non-O. The yearly extension requires it in the account for 2 months.
