In a typical last minute turn of event just hours before government regulations are due to go in efect, they're changed again. Unvaccinated travels can still travel to Thailand without any restrictions but may be subject to testing upon arrival.

TLDR : Answer Summary
Recent updates indicate that unvaccinated travelers can still enter Thailand without restrictions, although they may face testing upon arrival. This abrupt change just hours before the regulations were set to take effect has sparked confusion and frustration among travelers, especially with reported instances of individuals being denied boarding for lacking vaccination proof.

However some passengers (around 15) could't board in Istanbul as they had no vaccination proof.

I get this with fairly frequently. If I know the address is sound and the entity, I just override it.

If they have paid for the holiday then they are told that the rules are changed

Because the thai government is going to let the Chinese in Thailand for money ๐Ÿ’ฐ

It's not. The civil aviation authority of Thailand has outlined these rules. It's a done deal for Air travel at least. No idea about entry by land.

It is called a notice to airmen sent by the Thai civil aviation authority directly to the airlines. Exactly the same as the first notice.
