TLDR : Answer Summary
The conversation discusses the new entry rules into Thailand for foreigners, where only 200 people per day are allowed under specific conditions, including mandatory quarantine. There is uncertainty regarding whether holders of Retirement Visas are included in these regulations. Comments emphasize the need for clarification on visa types and the requirement for individuals to pay for their quarantine accommodations, leading to debates about fairness in the process.

I still don't know what the meaning of residency rights really means...What about Non Imm O Visa (Retired) holders who lives in Thailand for many years already with longterm rental contract? Are they included in this or not?
Benjamin **********
I have Retirement Visa. Is that considered "residency?" (Not sure if this is same as "Non Imm O Visa" Andy had mentioned in his inquiry).

Michael ********
@Reiner ********
i never said Thais were blocked. I said they have to apply to enter not just jump on plane there are still 7000 waiting to arrive Bangkok where there are 200 daily spaces. There are also 7000 on the Southern border waiting to come in. There however they have space for 300 people a day in there quarantine facilities.
Bobby ********
@Michael *******
. I think I read there were only 900 rooms available spread across the 12 ASQs, so in theory they can cater for only 4.5 days worth of arrivals? The rooms are obviously then tied up for 15 days. To me it seems even 200 is an ambitious number.
Michael ********
@Bobby *******
yes the 200 is the same as when only Thai arrivals which lots stayed at state facilities. Its only tomorrow that embassies will be accepting applications and guess more hotels are preparing now. Its a good money earner for them.

I prefer system in Malaysia you pay a standard fee (
*****
baht) and get put in one of participating hotels.

I can see the Thai way being very messy people are booking now and they havent even started accepting applications yet. TIT

It’s not even clear what they’re saying! Is the 200 people with reference to #6 only? If not, why the same language? Can someone teach these people how to use an asterisk please???
Garrett ***********
ORIGINAL POSTER
I think the "special arrangement" they are referring to is allowing any foriegner into the country as the emergency decree still prohibits international visitors.
Rob ******
@Jonathan *******
agreed, its totally confusing. It reads like the 200 is for 6 but then they start talking about quarantine places which surely applies to everyone. This originally quite clear process is rapidly becoming a mess and hardly anyone has even started entering yet. Ho hum...
Наталья ***********
But why they allowed enter to chinese 😒 it's dangerous for people to contact with them 😬
Na ****
The Chinese seem to be the main ones influencing Thai policy on this matter, so it shouldn't come as a surprise.
Ron ******************
@Наталья **********
most of China is virus free, more than what can be said of Europe, UK and US. China have less cases per day than the US have in 2 minutes.
Наталья ***********
@Ron *****************
maybe they have new viruses there already
Ron ******************
@Наталья **********
the new virus is in Europe and US. The Chinese have the old original one that is less infectious and kill less people.
Dave *****
@Ron *****************
wrong on that one, the new case they are seeing in China now is the same strain as what is in Europe, what goes around comes around
Ron ******************
@Dave ****
yes in Beijing that is correct but the rest of the country seems to be clean of the European strain. But the strain does not really matter it is if you or not have the virus and your ability to erradicate it. Most western countries have shown an inability to erradicate the virus due to weak governance. I would rather have Chinese from cities that have been virus free for 30 plus days than from the US, UK or EU. The behaviour of some westerners during the pandemic has also undermined Thai peoples perceptions. The refusal to wear masks, to social distance and avoid mass gatherings has done their image no good.
Dave *****
@Ron *****************
agree with what your saying about some EU countries but also some have done fantastic work to suppress the virus so you cant tar them all with the one brush, but don't be so nieve about China, the lies that were told at the start of this is the reason the world is in this mess, the lies that they are telling now about their cases is the reason people think they are doing a great job, and the lies they told about their death rate is the reason its low.
Ron ******************
@Dave ****
do you have proof of them lying about their cases now. I agree about the begining but now? I doubt it as there are many westerners staying in China and there are no reports of new unreported spikes. As for EU countries doing a good job yes some are doing a good job of suppressing the virus but a bad job of erredicating it. It is two different things. It seems as if most western countries are putting all their eggs into the vaccine basket. If there is not an efficient vaccine inplace by winter we could have repeat of
*******
. The most certain and effective way to erradicare this virus is NPI (non pharma interventions). This however come at the inconvience of people and sometimes at an economic cost. It seems as if this is a too high a price to pay for these countries and thus they opted for suppressing the virus to "acceptable" levels and pray for a vaccine. If no effective vaccine is inplace by November the politicians will blame the scientists. We must just pray that the virus do not mutate into something worse but rather become weaker through mutation.
Dave *****
@Ron *****************
the virus can not be eradicated the simple logistics alone dont allow for this, the vaccine is a long shot in my opinion, I think the hope is it mutates to the common flu or cold strain, the experts know this and the measures to suppress the virus is for one purpose and thats to take the pressure of ICU beds and the health care. As for China lying, would you really believe them not at this stage? Number of cases=lies, number of deaths=lies, how contagious this virus was in the first 3 weeks=lies. What makes you think westerners living there would have any information on unreported spikes?
Ron ******************
@Dave ****
very simple if westerners are placed in lockdown they will know, will they not. All the spikes in China was handled the same way, lockdowns. Not one country has got a 100% accurate figures on cases and deaths. At present the best way to determine the UK and EU death rates is not the reported figures but the difference between average historical deaths vs 2020 deaths for the same period. Many people died outside of hospitals and was never tested before they were buried. As for the number of cases it is the same in China and the rest of the world nobody can tell you how many people has had the virus. Lastly why can the virus not be erradicated Thailand, Taiwan, Vietnam and NZ has done it? The only problem is that most countries do not have the political will to do it and are opting out the easy way. As for it mutating to something less problamatic it is a
*****
chance. The virus mutation history however has gone the other way and for the world to rely on pure chance of a favourable mutation is short sighted. At least we agree on the vaccine as a long shot. The only way to beat the virus is with NPI's, but then the people must strictly adhere to the rules and government must have the political will to enforce these rules.
Dave *****
@Ron *****************
the only way to eradicate it is to shut down and never let anyone in or out? Keep economy's on its knees? Let the poor starve? Look at the food hand outs all over Thailand during this, the government done nothing to help, so I think you are short sighted on that. A infectious expert in Italy has confirmed what he is seeing now is this virus is starting to mutate into a less of a strain than it originally was,
*****
year old people that back in April were dead after a few days are now instead sitting up in bed after a few days and recovering from it, but I'm glad we agree on the vaccine being a long shot, like you said they should be using the money for other things like policing laws in place to stop the spread and educate people with facts and not scare tactics.

Back to China, there is a big difference from hiding the real numbers and not having the ability to count them which is what they have done and are doing, they have a proven track record of this type of saving face on the world stage, just ask the doctor who tried to warn the world of this, oh wait we cant.
Alan ******
@Ron *****************
, let's not forget the Beijing with its second spike of covid.
Ron ******************
@Alan *****
yes but they contain it and erradicate it. They take strong action when the virus makes a comeback. In the west the virus just continues to linger while the economies are opened. It is just a question of time for numbers to increase again. Look at what is happening in the US. Remember that this virus mutated from the Wuhan strain to the European strain within months. Each time the virus pass from one person to another it changes a little bit. By allowing the virus to simmer in its population there is an increasing chance of further mutations. These mutations can be to our benefit if it weakens the virus, but it can also go the other way, like it did with the European strain. If we can only learn from history (1918 flu) but it seems as if human kind do not have that ability.

The emergency decree has been extended until the end of July.

As for incoming flights; there has been no official announcement as of yet.

The cabinet will meet tomorrow, and thereafter release an official announcement with who can, and what requirements they need to enter the country!
Petr ********
Stupid. 200 people on day???😁😁 One plane 😂😂
Thomas ********************
As I read it, the **200 thing only applies to 6 (special arrangements.)
Ron ******************
@Petr *******
that is the capacity they have for isolating tourists as they are also repatriating Thai people at the same time. This will be increased as they go along. It is baby steps at first untill they see if the process work or not.
@Henry ********
no people are allowed through land borders yet only air travel.
Henry *********
@Ron *****************
I know that, as my family are patiently waiting for the Laos border to open so they can come home. They need to formally confirm that commercial flights can resume too. I think more news can be expected tomorrow.

@Bobby *******
. I live in england. You must of stayed somewhere top dollar. Regarding thailand why should I have to quarantine when I've got me own house .Surely I could self isolate there.
Ron ******************
@Clive *******
no you cannot. The country do not allow this as people cannot be trusted to adhere to rules. Sorry we want to erradicate this virus and not flatten the curve. Look what has happened in NZ with voluntary isolation it is a farce.
Michael ********
@Clive *******
yes and i hear Englands self quarantine thing has no control.
Bobby ********
@Clive *******
. I'm talking about a hotel. Not a squat in some Airbnb! Returning Thais have to quarantine and they've all got their own houses, and they've been testing positive.

This info from James Miller in Richard Barrow's group:

For clarification...in the Thai chart shared today by Thai PR...

มี่ถิ่นที่อยู่ในราชอาณาจักร <- that translates as permanent resident holders

It means if you hold PERMANENT RESIDENCE status in Thailand you are eligible to apply for reentry permission.

Having a residence address in Thailand...condo, house etc...

is NOT THE SAME.
