Anything not mentioned is not allowed in. Even with the work permit holders it is limited to those with an "urgent need" which will be determined on a case-by-case basis.
They are going to loosen up further at some point, this is just phase one.

My ED Visa is one year. We will have a break time (

month), if i go back to Yangon during holidays, re-entry will be subject to Thai Embassy' Approval! My Re-entry may be around August 10, 2020. Is that means???

I would think, if you want to stay in Thailand, better stay in Thailand. We don't know what the situation will be in early August but that's only two months from now, it's conceivable you wouldn't be able to return then.
Right now there is no option for Ed visa holders to return, even with embassy approval. That avenue is only for workers and case by case based on "urgency and economic importance".

Thanks for posting this. For some reason, the embassy in Dubai hasn't received it yet and said I can't apply. It hasnt been released on many embassy websites as well. Anyone else having this issue?

Yeah, I've seen one from India - with an actual link to the application form for entry and this one from Manila now - still waiting for the UK embassy to update their website, it still says visa section closed and nothing else updated since last week!
