What are the rules for foreigners with Non-B visas wishing to re-enter Thailand during COVID-19?

It's unknown at the moment bro. We'll have to see what happens towards the end of June. If I had to guess though, I probably wouldn't say it's going to happen.

Anything not mentioned is not allowed in. Even with the work permit holders it is limited to those with an "urgent need" which will be determined on a case-by-case basis.

My ED Visa is one year. We will have a break time (

I would think, if you want to stay in Thailand, better stay in Thailand. We don't know what the situation will be in early August but that's only two months from now, it's conceivable you wouldn't be able to return then.
Right now there is no option for Ed visa holders to return, even with embassy approval. That avenue is only for workers and case by case based on "urgency and economic importance".

OPNangying As per my post non immigrant type O Visas ( such as ED visas) are still not permitted entry.

Thanks for posting this. For some reason, the embassy in Dubai hasn't received it yet and said I can't apply. It hasnt been released on many embassy websites as well. Anyone else having this issue?

Yeah, I've seen one from India - with an actual link to the application form for entry and this one from Manila now - still waiting for the UK embassy to update their website, it still says visa section closed and nothing else updated since last week!
